Job Description:

The Senior Building Inspector is responsible for administering the Manitoba Building, Plumbing, Energy, Farm Building and Fire Code requirements, including processing building permit applications, completing related inspections, and providing information in response to public enquiries. The Senior Building Inspector shall also work in partnership with the public and construction industry to provide a wide range of services beyond regular plan review and building inspection services.

Job Description:
The South Interlake Planning District (SIPD) is a partnership between the Rural Municipalities of Rockwood and Rosser, and the Towns of Stonewall and Teulon. The SIPD provides planning and building development services for the District.

The Senior Building Inspector is responsible for administering the Manitoba Building, Plumbing, Energy, Farm Building and Fire Code requirements, including processing building permit applications, completing related inspections, and providing information in response to public enquiries. The Senior Building Inspector shall also work in partnership with the public and construction industry to provide a wide range of services beyond regular plan review and building inspection services.

Duties & Responsibilities:
-Responds to development and building related enquiries, and provides compliance advice at the building planning stage;
-Conducts plan reviews for a variety of building permit applications (e.g. building, plumbing, occupancy, etc.);
-Conducts regular building permit related inspections and maintains file notes;
-Liaises with the Manitoba Office of the Fire Commissioner, and Provincial and Municipal officials, as required;
-Prepares and issues building permits (e.g. building, plumbing, occupancy, etc.);
-Manages building permit files and correspondence to applicants, contractors and property owners, as required;
-Investigates, prepares reports, and issues orders on non-conforming conditions, Code violations, and outstanding problems;
-Provides mentorship, training, and support to the Building Inspector(s) in the performance of his/her duties;
-Performs additional duties as necessary for the effective and efficient functioning of the Planning -District;
-Functions as Assistant Development Officer, as directed; and
-Provides coverage for the Building Inspector(s), as directed.

Qualifications:
-Minimum of six (6) years of practical experience working with development and building regulations (e.g. Building Code, Plumbing Code, Zoning Bylaws, etc.);
-Successful completion of Part 3 and Part 9 Manitoba Building Code courses;
-Sound judgment skills to analyze complex technical information from a variety of expert sources;
-Familiarity with The Planning Act;
-Familiarity with using computers and office related software (e.g., MS Office programs), and other office related equipment (e.g., fax, copier etc.);
-Proven ability providing clear communication, both verbal and written;
-Sound planning and organizational skills for daily work;
-Ability to assess situations and exercise sound judgment;
-Ability to exercise courtesy, tact and sound judgement in discussion of land use and development matters with developers, consultants, the representatives of other levels of government, Planning –District staff and members of the general public;
