Job Description:

Our client, the Municipality of Sioux Lookout currently seeks a Recreation & Culture Department Manager to join their team and live in the beautiful Hub of the North. Reporting to the Chief Administrative Officer (CAO), this position supervises the Recreation and Culture department in all of its functions including long range planning for community needs; program development and delivery; special events; and associated administrative services. Additional responsibilities include user group liaison duties; materials and equipment acquisition; and the recruitment, supervision, development and evaluation of departmental staff.

Recreation and Culture Department Manager

Under the general direction of the Chief Administrative Officer (CAO), this position supervises the Recreation and Culture department in all of its functions. This position is responsible for the Recreation and Culture management; long range planning for community needs; program development and delivery; special events; and associated administrative services. Additional responsibilities include user group liaison duties; materials and equipment acquisition; and the recruitment, supervision, development and evaluation of departmental staff.

It is important to note that the Municipality is going through an organizational review so the main duties, scope and responsibilities of the position may change.

Main duties will include:
• Directs and administers the Recreation and Culture Department. As a Department Head advises the CAO, sets targets and objectives, monitors legislation, administers collective agreements, authorizes expenditures and initiates reports.
• Ensures proper management of the operations of the Arena, Recreation Centre, Cedar Bay Complex, Boat Launches, Playgrounds, Beaches, Parks and Gardens, and Outdoor Sports Complex and Museum. Develops and/or reviews, implements and evaluates the effectiveness of departmental policies and procedures, including design specifications and standards for parks and facilities construction, equipment, recreation programs and departmental administration.
• Responsible for overseeing the management of equipment, machinery and vehicles under the care and control of the Department, including preventative maintenance schedules and appropriate record-keeping.
• Plan and manage the annual Recreation and Culture department operations and capital budget; monitor expenses; and track revenues.
• Oversees staff to arrange recreation programming and special events functions that are organized and promoted effectively to meet community needs; ensures that applicable legislative/regulatory requirements are met.
• Oversees the Recreation & Culture Department Working Foreman to direct staff and operations.
• Provides leadership and direction in the development of short and long-range Recreation and Culture plans and projects. Gathers, interprets and prepares data for studies, reports and recommendations; coordinates activities with other departments and agencies as needed.
• Responds to enquiries and/or resolves complaints with regard to Recreation and Culture matters.
• Acts as liaison with community groups, social agencies, other departments, levels of government, utilities, consultants, contractors, developers, professional associations, etc. on matters relating to Recreation and Culture projects and operations.
• Prepares reports, makes recommendations and attends meetings of Council, management meetings, community group meetings and other meetings as required.
• Prepares and/or reviews comments on applications of proposed draft plans and official plan amendments with regard to parkland acquisition to ensure that applications meet departmental policies and standards.
• Develops, revises as appropriate and recommends user fees and community grants criteria; reviews and comments on community grant and/or services-in-kind applications.
• Supervision of Recreation and Culture staff, including the recommendation of hiring, disciplinary action or dismissal to the CAO; overseeing staff performance and training; and monitoring staff absences.
• Participates in the Municipal Emergency Management Plan as assigned.
• Other related duties as assigned by the Chief Administrative Officer.

SKILLS REQUIRED:
• Thorough working knowledge of Municipal Recreation and Culture infrastructure and functions, including Recreation and Culture equipment, recreation programming, departmental administration (including capital and operating budget preparation/administration).
• Working knowledge of marketing strategies, provincial grant processes and revenue generating venues in a recreation environment, applicable legislative/regulatory standards, community development techniques.
• Thorough working knowledge of health and safety legislation and safe work practices.
• Excellent analytical, marketing, problem-solving, organizational, public relations, communication, project-management, strategic planning, leadership and supervisory skills.
• Ability to deal effectively with all levels of staff and government, elected officials, consultants, the general public, community groups and organizations.

Qualifications and experience:
• Formal academic training in Recreation or related discipline at college or university level.
• Some training in finance preferred.
• Class G driver’s license and reliable vehicle to use on corporate business.
• Certified Refrigeration Plant Technician (CARPT) is a definite asset.
• Minimum 5-10 years related management experience in a Municipal setting; experience in Recreation and Culture preferred.
