Position:                     Public Works Labourer/Operator

Department:              Public Works

Reports to:                 Public Works Foreman

Summary of Functions:

As a member of the Public Works Department, the Labourer/Operator works under the direction and supervision of the Public Works Foreman, or designate. The Labourer/Operator performs a variety of duties in the Department. The Labourer/Operator may be required to collaborate with supervisory staff for the purpose of assessing the work and resources required for Maintenance activities as well as assisting in emergency services.

 Description

  1. The Labourer/Operator position is considered the next grade junior to the Public Works Sub-Foreman position.
  2. The Labourer/Operator will assume responsibility for the Public Works Sub Foreman position as required.
  3. Participates on field crews and worksites as directed as it relates to the Town of Teulon’s activities;
  4. Practices and ensures compliance of all Departmental and Workplace Safety and Health regulations and standards for the protection of all, including public property and equipment operation.
  5. Demonstrated ability to operate all Public Works Equipment as required in the Labourer/Operator Classification as follows: Small Hand Tools, power tools, i.e., chain saws, hedge trimmers, etc., Front End Loader, Skid Steer, riding mowers and tractors.
  6. Assume mechanical, carpentry, and plumbing duties as required.
  7. Responsible for cleaning and custodial duties at all facilities (including emptying trash, vacuuming, sweeping, mopping, cleaning glass/windows/mirrors, washing floors, walls, washroom and shower facilities, dusting/wiping hard surfaces, stocking towels, soap and other items as required, and other general custodial duties).
  8. Responsible for set up, take-down (of tables, chairs, and other equipment) and clean up for various activities held at all municipal facilities.
  9. Dealing with Community Groups and facility users in a professional and courteous manner.
  10. Routine equipment and facility repairs, which require skill or knowledge of plumbing, carpentry, mechanical, electrical and/or other construction-related skills.
  11. Other duties as assigned.
  12. It is incumbent upon the Labourer/Operator to upgrade their qualifications as required for future promotion.
  13. Experience is often more important than formal education when it comes to the role of the Labourer/Operator position. Other skills necessary for the job include good communication, problem-solving and critical thinking skills and team-building abilities.

SPECIFICATIONS/QUALIFICATIONS

  • Education, Knowledge and Experience

a. Minimum Required

-Grade 12 education or the equivalent;
– At a minimum must possess and maintain a valid Manitoba Class 5 Driver’s License with air brake endorsement;
– Demonstrated interpersonal skills to lead and ability to work well with all employees effectively and courteously;
– Ability to communicate effectively to establish and maintain an all encompassing working relationship with the staff, public and contractors in a courteous manner;
– Must possess or be willing to obtain Provincial Certification for – WT1, WD 1, WWC 1, WWT 1 in order to be qualified for the Acting Public Works Sub-Foreman position.
– Will assume full duties and responsibilities of the above noted
-Provincial Certification including but not limited to the Water Treatment and Wastewater Treatment processes.
– Must have the ability to work various shifts.
– Willingness to work overtime and/or handle call-outs as required.
– Working knowledge of Traffic Safety practices.
– Performs duties as assigned.
– Physically fit and mentally able to perform the required tasks.
– Satisfactory Criminal Record Check.

b. Preferred

-Incumbent must possess experience/training or have the ability to
operate all Public Works Department Equipment.
– The ability to coach summer student personnel in the safe operation of
equipment and traffic safety on a day-to-day basis;
– Other Education and/or training related to the operation of the Public
Works and Utility operation.

  • Comprehension and Judgment

The incumbent must possess an understanding of and work within the policies and by-laws of the Corporation. The incumbent will exercise a reasonable degree of independent judgment in dealing with citizens and clients

  • Working Conditions

The position will work a 40-hour week plus such overtime as necessary to fulfill the responsibilities of the position. This position requires the incumbent to be on call in case of an emergency. The position will require physical effort and include outdoor work, in a variety of conditions.
