Full-time, salaried position: Salary will be commensurate with experience and education.

THE Opportunity

The City of Flin Flon has an exciting opportunity for a collaborative and results oriented leader to join our team as Manager, Public Works. As a key member of Flin Flon’s leadership team, you will:

  • Provide leadership and manage department staff in multifunctional areas in the implementation of department deliverables, delegate responsibilities appropriately and provide guidance and motivation to achieve outcomes.
  • Develop long-range strategies, plans and operating policies to prioritize and implement capital programs/projects for fleet, construction, rehabilitation, and expansion of new infrastructure.
  • Lead project management for the planning, design, and construction of Flin Flon’s
  • Provide leadership and work collaboratively with key stakeholders and other departments to ensure coordination in planning and delivery of projects, programs, services, and regulatory functions.
  • Seek opportunities to create efficiencies and reduce costs by capitalizing on partnerships and various funding supports.
  • Establish practices and procedures to ensure that statutory requirements are met, and quality standards Ensure that health and safety standards are strictly enforced in all workplaces and worksite locations.
  • Consult with external engineers and contractors as required.
  • Respond effectively and efficiently to requests from ratepayers, businesses, and the public, coordinating appropriate action in accordance with approved municipal policy.
  • Review and comment on engineering drawings and development proposals related to infrastructure, transportation, utilities, and storm water management.
  • Lead the development and implementation of an asset management plan for the department.
  • Preparation of departmental capital and operating budgets in conjunction with other departments and external agencies.
  • Monitoring the performance of the department against the strategic plan and Initiate corrective action, if necessary.
  • Decide on best design and use of materials and equipment for construction, repair, and maintenance jobs. Maintain high quality and workmanship at reasonable cost for public’s safety and convenience.
  • Purchase goods and services as outlined by the City of Flin Flan’s finance, purchasing and procurement policies.
  • Keep the Chief Administrative Officer informed of activities and Analyzing and providing remedies to issues affecting the City of Flin Flan’s infrastructure and public work’s operations and plans.
  • Attend Committee, Council, Planning, Department Head, and other meetings as required.
  • Participate as a member of the Senior Management Team providing input on department/municipal planning and strategic initiatives.
  • Perform other duties as assigned in accordance with corporate objectives

WORK REQUIREMENTS & QUALIFICATIONS

As our ideal candidate, you will be proactive, detail oriented, diplomatic, organized, and flexible. You will be familiar with public policy development, municipal government planning and decision-making processes and will demonstrate:

  • A University Degree or College Diploma in Civil Engineering, or related field
  • Certification, in good standing, as a Professional Engineer (P.Eng.) or Certified Engineering Technician (C.E.T.) with a minimum ten (10} years’ experience in municipal engineering, public works, or similar field
  • Five (5) years of progressive leadership experience, in a unionized environment
  • Strong working knowledge of all applicable legislation and policy that affects the operation of municipal Public Works operation and maintenance.
  • Demonstrated ability to establish and maintain productive, collaborative relationships working with service recipients, staff, management peers, elected officials, community partners, and government agencies.
  • Advanced problem solving and conflict management skills, combined with the ability to exercise tact, discretion, and confidentiality.
  • Strong organizational and analytical skills; ability to meet deadlines, function well under pressure, and respond to frequently changing demands.
  • Well-developed computer skills, including Microsoft Office Suite, and other relevant applications.
  • Proven written and oral communication skills for report writing and presentations.
  • Certified Operator in the Province of Manitoba in Water Distribution and Wastewater Collection is considered an asset.
