Manager of Infrastructure Services Employer: RM of St. Andrews Location: Clandeboye, MB Application Deadline: June 2, 2023

Job Description:

Located in Manitoba’s Interlake Region, the Rural Municipality of St. Andrews runs along the Red River as it flows northward to Lake Winnipeg. The RM is convenient for its location to urban centers and a short drive to lake front resort communities.

The Municipal Office is an easy 30-minute drive from Winnipeg and 10 minutes north of Selkirk, MB. St. Andrews is an agricultural community with residential areas, seasonal cottages around the creeks and waterways, neighbourhood businesses, and an Industrial area surrounding the St. Andrews Airport.

Position Summary:
Reporting to the Chief Administrative Officer, this position provides leadership and management of the Municipality Asset Management team and program and is responsible and accountable for all environmental, utility and waste management related services for St. Andrews. Develops and administers budgets, and manages all staff and contractors involved in Infrastructure Services. Serves as a key member of the Municipality Management Team and participates in strategic and operational planning and supports the development and implementation of strategic initiatives in support of the RM’s goals. Serves as a key member of the RM’s Emergency Management Team. Prepares presentations and reports for Council on key initiatives in Infrastructure Services.

Qualifications and Experience:

  • Post-secondary education in a relevant field such as Civil Engineering Technology, Engineering or environment.
  •  Certified or eligible to be certified to oversee a Class 2 wastewater collection facility.
  • Certification in Asset Management a definite asset
  • Several years of progressively responsible experience in a supervisory/management capacity, preferably some of which is in the public sector.
  • Strong writing skills, with previous experience submitting for provincial and federal grants.
  • Experience leading a variety of environment-related initiatives such as water, wastewater, solid waste and recycling programs.
  • Demonstrated project management skills and experience.
  • Well-developed interpersonal and communication skills
  • Skilled in GIS and other relevant computer systems with financial software knowledge a definite asset.

An equivalent combination of education, experience, skills, knowledge and abilities may be considered.
This is a full-time management position. The RM offers a comprehensive compensation and benefits package.
