With a municipal election coming up on October 27, 2010, we thought it appropriate to take a look at elected office from a human resources perspective. Our special report this issue, "The HR Challenge", examines a number of different facets of HR elected officials may be required to familiarize themselves with as part of their roles in municipal government. Perhaps Roger A. Bouvier's opening sentence in "What's YOUR role?" sums up the report best:
"It is extremely important for the head of council, the members of council and the Chief Administrative Officer (CAO) to have a good understanding of the role they have in a municipal environment."
The Special Report also covers topics like succession planning, strategic planning, professional development, the challenges of change, workplace communication problems, and Manitoba's impending municipal administrator shortage.
This issue's "Municipal Profile" is election-themed as well, as we interview six elected officials who have decided to step back and let others take the reins for the next term in "To run...or not to run?" These officials - some long-term, others relatively new - definitely have some words of wisdom to share with newcomers to elected office.
But that is not all - the Summer, 2010 issue also includes submissions from the Manitoba Ombudsman's office, the Public Utilities Board, the Manitoba Agricultural Services Corporation (MASC), and Manitoba Public Insurance; an overview of the 2010 Municipal Excellence Award, and a summary of the AMM's report on women in municipal government, "Ballot Box Barriers."
