Job Description:

The Rural Municipality of Lac du Bonnet is excited to invite applications for a Project Manager position.
Under the direction of the Public Works Manager, the Project Manager is an out of scope, management
position responsible for coordinating departmental projects and developing plans, assisting in the
supervision of employees, ensuring efficient day-to-day operations, responding to ratepayers and
customer inquiries, recommending changes to R.M. by-laws and policies, provide water treatment
services to public water utility, and conduct other work as assigned.
As a member of the Administrative Management Team, the Project Manager will provide functional
oversight and strategic direction consistent with the overall goals in the R. M. of Lac du Bonnet’s
Strategic Plan. The Project Manager will act and assume the responsibilities and authorities of the
Public Works Manager as directed.

DUTIES AND RESPONSIBILITIES:
• Coordinate projects and assist with development plans for road maintenance and construction,
drainage projects and facility maintenance, equipment purchases by:

o Overseeing and monitoring R.M. initiatives, projects, upgrades and renovations as
required,
o Administering various contracts and maintaining contractor relations,
o Preparing tendering documents,
o Utilizing Asset Management Programs, creating and maintaining a detailed inventory of
assets including condition assessments, classification and reports,
o Arrange topographic surveys for municipal infrastructure related to drainage and
roadways and ensure licensing requirements are fulfilled.

  • Ensure the efficient operation and maintenance of municipal buildings, transfer station, parks,
    pathways, boat launches, roads and drains by;
    o Overseeing and monitoring the day-to-day work,
    o Ensuring the application of R.M. processes and standards,
    o Advising and reporting to the Public Works Manager as required.
    o Establishing work priorities and schedules
  • Ensure the efficient operation and maintenance of public water utility by;
    o Overseeing water testing compliance,
    o Overseeing maintenance of facility and infrastructure,
    o Ensure compliance of By-laws and PUB Licensing.
  • Provide support to the Public Works Manager in the supervision of employees by;
    o Assisting in the directing, monitoring and providing verbal and written work
    performance feedback and associated documentation,
    o Assisting with staff hiring, orientation and discipline consistent with the Collective
    Agreement and R.M. policies.
    o Provide training and ongoing supervision,
    o Ensuring adherence by staff to Workplace Health & Safety Standards.
  • Respond to public Enquiries and concerns by;
    o Providing accurate timely information to residents, customers and other stakeholders,
    o Bringing to the manager’s attention any escalating issues as required.
  • Recommend changes to by-laws, policies and procedures to the Public Works Manager or
    Administrative Team
  • Perform other duties as assigned by the Public Works Manager by;
    o Preparing formal and informal reports as required,
    o Participate in the budget and operational planning processes,
    o Acting in that capacity as required.

CREDENTIALS, SKILLS, AND EXPERIENCE:

Certified Engineering Technologist, or related certification, would be considered an asset.
Experience in project administration or coordination. Project Management credentials
considered an asset.
Experience with surveying practices, equipment and drafting software.
Experience working with Provincial standards, specifications, and legislation related to municipal
projects.
Demonstrated knowledge or experience working with heavy equipment, road construction and
mowers.
Experience with granular crushing operations, quality control and safe work procedures
considered an asset.
Work effectively in a team environment.
Working knowledge of Microsoft Word, Microsoft Excel.
Working knowledge of asset management and budget processes.
Understanding of Collective Bargaining Agreements and Human Resources practices.
Ability to establish and maintain effective professional working relationships, personal initiative
balanced by a realistic understanding of one’s authority.
Ability to communicate effectively verbally and in writing.
Ability to problem solve, organize and manage time effectively.
Demonstrate sound judgement, work ethic, and attention to detail.
Must have and maintain a valid Province of Manitoba driver’s license, class 5.
