Job Description:

The Town of Lac du Bonnet is seeking an experienced, collaborative and self-motivated professional to join our administrative team: key responsibilities include payroll and administration of employee benefits, accounts receivable, accounts payable, utility accounts system, reception, front counter inquiries and payments and supply ordering.

The Municipal Administrative Clerk II, under the direction of the Chief Administrative Officer is responsible for providing clerical, administrative, financial and advisory support. The main area of responsibility is the administration of the water and sewer utility system, accounts payable, accounts receivable and payroll. The Municipal Administrative Clerk II will be responsible for the coordination of water meter readings, preparing quarterly billings, collection of account payments, processing accounts payable and receivables and payroll.
As the first point of contact for residents, the Municipal Administrative Clerk II will also respond to telephone calls, inquiries and process general, tax and utility payments.

Job Duties
• Perform receptionist functions
• Maintain office management procedures, records management, filing systems, office correspondence, supplies.
• Maintain water and sewer utility system including meter reads, prepare and issue utility billings, process payments, collection of outstanding accounts and related correspondence
• Process accounts payable and issue payment
• Process accounts receivable and receive payments, follow up correspondence
• Meetings – attendance where required, prepare and issue agenda, minutes, by-laws and any related correspondence, room set up
• Prepare annual council meeting schedule
• Prepare the union seniority list annually
• Website administration
• Weekly bank deposits
• Grant applications
• Conduct research as requested
• Other duties as assigned

Qualifications
• Grade 12 education or equivalence is required
• Three (3) years office experience
• Successful completion of a recognized administrative, accounting or business program
• Proficient with MS Office, MS Excel, and MS Word
• Must have payroll and accounting skills
• An equivalent combination of formal education and experience in accounting procedures will be considered
• Excellent communication (written and oral), customer service, and interpersonal skills and the ability to deal with difficult situations with tact and diplomacy
• Knowledge of the functions, services, and funding sources of a municipal government
• Working knowledge of the laws, codes, and statutes related to municipal records
• Strong working knowledge of records maintenance practices and procedures
• Working knowledge of all applicable federal, provincial, and local laws, codes, ordinances, and regulations
• Proven ability to prepare agendas and meeting packages
• Experience taking and transcribing accurate meeting minutes
• Ability to effectively draft resolutions and by-laws
• Knowledge of supplies, equipment, and/or services ordering, as well as inventory control of these items
• Self-motivated and collaborative, with high energy and an engaging level of enthusiasm
• Ability to work individually and as part of a team
• High level of integrity and work ethic
• Extensive knowledge of the overall operations of the Town of Lac du Bonnet
• Ability to perform requested tasks with minimal direction
• Manual dexterity for using desktop computer and peripherals

Preferred
• Municipal experience preferred but not required
• Experience with Munisoft software is preferred
• Successful completion of the Manitoba Municipal Administrators Program (CMMA designation) or willingness to complete
• Willingness to undertake advance training in payroll and accounting (Canadian Payroll Association PCP Program) and Municipal Administration

Work Conditions
• Interact with employees, management, and the public at large on a daily basis
• Attend meetings as required
• Work overtime as required
