Job Description:

Under the general direction of the Chief Administrative Officer, the Finance Manager is responsible for; overseeing and directing finance systems/processes, advising, supporting and collaborating with administrative staff in matters related to finance, managing the budget process, providing general support to the CAO/Council, and other duties as assigned.

Duties and Responsibilities:
Oversee and direct the RM’s financial systems and processes by;

  • Developing and maintaining effective financial systems, records and accounting functions to comply with generally accepted accounting principles (PSAB) for municipal government.
  • Managing and providing direction with respect to the municipal accounting/general ledger software.
  • Preparing reports and providing advice on financial matters, including cash flow requirements and capital funding.
  • Interpreting and drafting for CAO/Council approval financial policies, procedures, and directives,
  • Maintaining financial records of capital projects,
  • Working collaboratively with internal staff and external experts to optimize asset management processes and procedures,
  • Preparing accurate, timely financial records as directed by the CAO,
  • Ensuring the integrity of accounting records including tax rolls, assessment rolls, and subsidiary ledgers,
  • Ensuring accurate Assessment Rolls by providing and receiving information to/from the Municipal Assessor as required,
  • Monitoring investments to ensure maximum return on available funds within acceptable investment opportunities,
  • Safeguarding municipal assets through an effective purchasing and risk management programs.
  • Ensuring the collection of outstanding debts,
  • Recommending to the CAO changes to accounting/purchasing procedures and policies.
  • Drafting/recommending to the CAO appropriate directives and associated financial practices consistent with approved Council policy and procedures,
  • Ensuring the timely completion of tax downloads,
  • Conduct regular financial reviews to ensure the integrity of municipal records,
  • Assisting external auditors as required,

Advise, support and collaborate with administrative staff in matters related to finance by;

  • Approving payroll and acting as the payroll administrator when required,
  • Reviewing and discussing bank transfers, legislative and rate changes as required.
  • Reviewing and or assisting with bank reconciliations and subledger reconciliations as required,
  • Responding to utility collection questions and issues,
  • Assisting with tax assessment and the annual tax information/download,
  • Reviewing cash collection reports as required.

Manage the budget process by;

  • Preparing and presenting to Council (and/or Committee of Council) the annual budget in accordance with Provincial Government legislation and municipal policy ensuring accurate operating and capital estimates,
  • Creating and maintaining systems and processes required to ensure accurate and timely response to Council requests and to the implementation of Council direction and approvals.

Provide general support to the CAO and Council by;

  • Preparing documents for federal and provincial grants not related to payroll,
  • Responding to other requests for information and or support as required ensuring quality customer service.
  • Perform other duties as assigned by the CAO.

Credentials and Experience:
• CPA designation or equivalent combination of education and experience prior to hire.
• Experience in government – work in finances within municipal government considered an asset.
• Certificate in the Manitoba Municipal Administration (CMMA) would be considered an asset.
• Experience with Diamond Municipal software considered an asset.
• Valid Class 5 Drivers License.
• Satisfactory Criminal Record Check.

Core Skills Knowledge and Abilities:
• Working knowledge of the Municipal Act.
• Strong working knowledge and experience with municipal accounting and finance procedures.
• Intermediate knowledge of Microsoft Office (Word, Excel, PowerPoint and Outlook). Exposure to additional software packages considered an asset.
• Strong interpersonal skills to effectively and respectfully manage concerns related to the public, employees, vendors and others.
• Strong writing skills with the ability to research and formulate concise accurate reports and other documents.
• Ability to establish priorities, work with a high degree of independence and proceed with objectives with minimal direction.
• Ability to coordinate, organize, problem solve and consistently meet deadlines.
• Ability to work with a high degree of accuracy and attention to detail.
• Knowledge in basic payroll and benefits administration.
• Knowledge of municipal administration.

Physical Demands:
• Light/office duties.
• Ongoing, daily use of computer equipment, technology, telephone and other office equipment.
• Vocal communication and hearing required for expressing or exchanging ideas and providing directions by means of the spoken word.
