Asset Management and Finance Position Employer: RM of East St. Paul Location: East St. Paul, MB Application Deadline: TBD

Job Description:

Under the direction of the CAO and in collaboration with the Operations Manager, the Asset Management & Finance Assistant will be responsible for; creating and maintaining the RM’s asset management policy, supporting the creation of an Asset Management Inventory, guiding asset management initiatives, working with the CAO to create and evolve the RM’s Asset Management framework and supporting RM finance systems.

Duties and Responsibilities:
• Create and maintain the RM’s asset management policy development by;
o Gathering information and data as required
o Collecting input from managers/stakeholders
o Drafting, submitting and updating as required the RM’s Asset Management Policy

  • Support the creation and use of the RM’s Asset Management Inventory (Asset Register) by;
    o Working with the Operations Manager and other stakeholders to assess, collect and record asset management; both tangible assets (such as buildings) and intangible assets (such as human capital, intellectual property, and/or financial assets) utilizing accrual accounting processes and condition assessments.
    o Establishing processes for effective retention, analysis and maintenance of data collected.
    o Assisting stakeholders in applying the data to enhance decision-making regarding RM assets.
  • Guide asset management initiative implementation to allow the RM a systematic process to develop, operate, maintain, upgrade, and dispose of assets cost-effectively by;
    o Preparing asset management initiative reports.
    o Monitoring and report changes in the risk profiles of assets within the RM
    o Making timely recommendations for mitigating strategies and risk rating changes.
    o Monitoring and reporting on fixed asset, life cycle costing and deferred charge asset and other such reporting.
    o Preparing, analyzing, recording and reporting asset transactions for financial records and planning purposes.
    o Assisting with the creation and maintenance of short and long term capital plans based on asset management.
  • Work with the CAO and other municipal staff to create and continually evolve the RM’s Asset Management Framework by;
    o Supporting the development of best practice in Asset Management for municipal assets including life cycle costs and risk management.
    o Building relationships and enhance knowledge in the area of Asset Management
    o Researching and sharing best practice on Asset Management with RM management/staff.
    o Ensuring that relevant Asset Management practices are integrated into municipal policy, positions and strategic planning.
    o Reporting on Asset Management as required.
  • Support the ongoing maintenance of RM finance systems by;
    o Working with managers and staff responsible for financial processes,
    o Ensuring appropriate records retention and disposition,
    o Assisting in other finance matters and financial reporting as required.

Knowledge, Skills, and Abilities:
• Background in and strong practical understanding of asset management principles and practices.
• Experience in finance management and financial processes.
• Excellent presentation, communication (written and verbal) and facilitation skills.
• Demonstrated ability to integrate new and challenging issues into existing areas of work, including through educating, supporting and facilitating others.
• Strong interpersonal skills.
• Demonstrated analytical and problem solving skills.
• Organizational skills with attention to detail and ability to meet deadlines. A self-starter with the ability to work where necessary to short deadlines.

Credentials and Experience:
• Post-secondary bachelor’s degree in business, accounting or finance.
• A minimum of three years successful asset management experience.
• Successfully completed courses in Asset Management considered an asset.
• Membership in the Canadian Network of Asset Managers considered an asset.
• Work experience with government considered an asset.
• Experience with project management and implementing new initiatives (including planning, costing, implementation strategies, and evaluation).
• Computer proficiency in MS Office (Word, Excel, Outlook).
• Valid Manitoba Class 5 Driver’s License.
• Satisfactory Criminal Record Check.
